Adds a new section to Chapter 46, Hawaii Revised Statutes prohibiting counties from disqualifying legal nonconforming dwelling units from the housing choice voucher program if they meet zoning, building code, and health and safety standards.

Amends Section 356D-13.5, Hawaii Revised Statutes to require the Hawaii Public Housing Authority to not disqualify legal nonconforming dwelling units from the housing choice voucher program when units meet applicable zoning, building code, and program standards.

Allows original head or co-head of household survivors to retain housing choice vouchers when survived by minors added to the household by birth, adoption, or court order until the youngest minor reaches age 21, or age 23 if a full-time student.

Includes a severability clause stating that if any part conflicts with federal requirements for federal fund allocation, only the conflicting portion is inoperative.

Takes effect on July 1, 2050.
