Mandates that sea level change analysis use detailed, scientifically-based methodology based on best available information.

Directs the office to maintain current guidance documents concerning ecological and environmental problems of coastal lands.

Defines "major" projects as those with projected completion costs exceeding a specified threshold (amount not filled in the bill text).

Takes effect upon approval and does not affect rights, duties, or proceedings that existed before the effective date.
