Authorizes the Land Use Commission to vacate, void, modify, or amend boundary amendments and special permit approvals by motion of the commission or any interested party.

Defines "conditions of direct state concern" to include state infrastructure requirements (public schools, state highways, state facilities) and conditions protecting state policies (agricultural preservation, environmental protection, cultural practices, archaeological protection, and public trust doctrine).

Empowers the Land Use Commission to impose fines of up to $50,000 per day for failure to substantially comply with conditions of direct state concern, after notifying parties of violations.

Adds definition of "substantial commencement" for land use reclassification as completion of all required public improvements and infrastructure plus construction of 20% of private improvements that are usable or habitable.

Effective date January 7, 2059.
