Adds new requirement to Hawaii Revised Statutes §103-10 requiring state and county agencies to obtain receipts from licensed waste management facilities before making payments on waste disposal contracts.

Requires contractors to provide proof that liquid or solid waste (including construction waste) was received and lawfully disposed of at an appropriate, licensed facility as a condition for receiving payment.

Applies to all state and county agency contracts that include waste disposal services, effective July 1, 2016.

State or county agencies prohibited from making any full or partial payment until the contractor submits the required disposal receipt from a licensed waste management facility.

Bill takes effect July 1, 2050 (delayed implementation date).
