Establishes a temporary roads commission within the Department of Transportation consisting of county mayors, state/county directors, and public experts to inventory private roads, determine ownership, and recommend condemnation proceedings; commission ceases to exist June 30, 2018.

Authorizes the State or counties to acquire private roads through condemnation proceedings under the power of eminent domain and allows private road owners to petition the mayor to initiate condemnation if the road is part of a public road and the county has provided maintenance.

Exempts counties from modifying roads to meet current construction standards if the road was built according to standards in place at the time of original construction and completion.

Exempts the State and counties from obligations to maintain, improve, or reconstruct roads acquired through condemnation.

Appropriates funds from general revenues for repair, resurfacing, flood mitigation, and drainage infrastructure for five specific roads on Oahu: Kalani Street, Auld Lane, Rawlins Lane, Eighteenth Avenue, and Kalakaua Avenue.
