Appropriates funds to the Department of Agriculture for planning and engineering studies for water and renewable energy development in South Kohala on the island of Hawaii.

Directs funds toward design of water source development, renewable energy sources for agricultural delivery, and a reservoir to serve agricultural lands surrounding Waimea, Lalamilo, and Puukapu.

Establishes legislative findings that non-potable water development is critical for food self-sufficiency, food security, and drought mitigation in the region.

Projects that irrigation improvements could generate $5 to $10 in annual agriculture revenue for every $1 invested.

Takes effect July 1, 2016, with specific appropriation amounts to be determined during the legislative process.
