Establishes a pilot pesticide treatment coupon project within the Department of Agriculture's existing little fire ant program to distribute free coupons to Hawaii County residents who report verified little fire ant infestations on their property.

Each coupon provides a one-year supply of the department's recommended pesticide treatment plan, redeemable at suppliers or vendors within Hawaii County at no cost to the individual.

Requires the Department of Agriculture to create and maintain a map showing all little fire ant sites in Hawaii County using available data, with periodic updates posted on the department's website.

Mandates the Department of Agriculture submit a progress report to the legislature no later than twenty days before the 2017 regular session, including findings, recommendations, and whether the pilot project and site map should continue, terminate, or be modified.

Appropriates funds from general revenues for fiscal year 2016-2017 to implement the coupon pilot project and create the little fire ant site map, effective July 1, 2016.
