Repeals Chapter 435H of the Hawaii Revised Statutes, which established the Hawaii Health Connector (a state health insurance exchange created to implement the Affordable Care Act).

Transitions Hawaii residents to a federally supported, state-based exchange similar to those in Oregon, Nevada, and New Mexico following the Connector's closure in December 2015.

Specifies that all debts and liabilities incurred by the Hawaii Health Connector remain the responsibility of the Connector and do not become debts or liabilities of the State.

Updates Section 432F-2 to reference the federal Patient Protection and Affordable Care Act marketplace instead of the repealed Connector when determining network adequacy for qualified health plans.

Preserves all consumer protections contained in the Hawaii Prepaid Health Care Act (Chapter 393) and ensures this repeal does not alter its provisions.
