Requires the department of health to conduct unannounced visits and inspections for state-licensed or state-certified care facilities including adult day health centers, foster homes, and nursing facilities, with annual inspections for relicensing or recertification conducted without notice.

Mandates unannounced inspections during or outside regular business hours for follow-up visits, deficiency corrections, and abuse or neglect investigations at care facilities.

Requires unannounced inspections for medical marijuana production center and dispensary license renewals beginning July 1, 2016.

Directs the department of health to submit reports to the legislature prior to the regular sessions of 2017, 2018, and 2019 detailing the number of announced and unannounced visits, outcomes, and corrective actions taken at care facilities.

Sections establishing unannounced visits and inspections for care facilities take effect July 1, 2019, while marijuana dispensary inspection requirements take effect immediately on July 1, 2016.
