Expands reporting requirements for health care payers (insurers and public/private health insurance providers) to submit health care services claims and payment data to the State Health Planning and Development Agency, alongside existing provider reporting requirements.

Requires payers to submit health care services claims and payment information including reimbursement nature, fees, discounts, incentives, and performance payments affecting reimbursement rates.

Mandates the State Health Planning and Development Agency submit acquired data to a University of Hawaii data center (initially the Pacific Health Informatics and Data Center at the College of Social Sciences) that must comply with federal conflict of interest requirements and remain independent.

Requires negotiated data sharing agreements between the University of Hawaii data center and any payer or insurer before data submission occurs.

Includes safeguards prohibiting disclosure of individual patients' personal health information in violation of state or federal privacy, security, and confidentiality laws.
