Establishes a new collective bargaining unit (Unit 15) for graduate student assistants employed by the University of Hawaii.

Designates the governor with three votes, the board of regents of the University of Hawaii with two votes, and the president of the University of Hawaii with one vote as the employer representatives for this bargaining unit.

Exempts full-time graduate student assistants from exclusion as "student help" and allows part-time graduate student assistants working less than twenty hours per week to collectively bargain.

Applies impasse resolution procedures (mediation and escalation) to disputes involving graduate student assistants, including reporting requirements to the legislature.

Delays formation of the graduate student assistant bargaining unit until July 1, 2017, to allow sufficient time for organization and planning; the Act takes effect January 7, 2059.
