Requires police commissions to ensure all full-time police officers complete at least 8 hours of crisis intervention training on interaction with persons with mental disabilities by January 1, 2018.

Training must cover causes and nature of mental illness and developmental disabilities, identification of mental disability indicators, conflict de-escalation techniques, appropriate language usage, and alternatives to lethal force.

Training must include instruction on available community and state resources for persons with mental disabilities and information about enhanced penalties for crimes motivated by actual or perceived disability under section 706-662(6)(b).

Requires officers completing training to obtain written proof of completion through procedures established by their police commission.

Police commissions must establish written policies governing officer interactions with persons with mental disabilities and homeless individuals, with training required to be consistent with these policies.
