Adds a definition of "fantasy competition" to Hawaii Revised Statutes Section 712-1220, covering online fantasy or simulated games where participants own, manage, or coach imaginary teams.

Requires that all prizes and awards in fantasy competitions be established and disclosed to participants in advance.

Specifies that winning outcomes must be determined primarily by the relative skill of participants based on statistics from actual individuals or teams, not by the performance of a single athlete or real-world team's score or point spread.

Includes fantasy competitions within the statutory definition of "contest of chance" for purposes of Hawaii's penal code.

Takes effect January 1, 2017.
