SB2434 Summary

• Increases the Hawaii Employer-Union Health Benefits Trust Fund (EUTF) board of trustees from 10 to 12 members, with 6 representing employees and 6 representing public employers.

• Changes employee trustee selection from governor appointments to direct appointment by exclusive bargaining representatives for six different bargaining unit groupings, with trustees serving at the pleasure of their appointing representative.

• Restructures public employer trustee appointments to include representatives from the State administration, University of Hawaii, Board of Education, City and County of Honolulu, counties, and one retiree representative appointed by the governor.

• Increases quorum requirement from 6 trustees (3 from each side) to 8 trustees (4 from each side) and raises the concurrence threshold for valid votes from 3 to 4 trustees per side.

• Takes effect on January 7, 2059.
