Amends Hawaii Revised Statutes Section 89-11(g) to make arbitration panel decisions final and binding on all provisions submitted to the panel.

Removes the Legislature's role in establishing employer contributions to the Hawaii employer-union health benefits trust fund (EUTF) if negotiating parties cannot agree within ten working days of an arbitration decision.

Eliminates the previous process requiring parties to submit recommendations to the Legislature for contribution amounts if they failed to reach agreement.

Maintains the prohibition on strikes by bargaining unit members over EUTF contribution amounts.

Becomes effective January 7, 2059.
