Renames the "Hawaii election campaign fund" to the "Hawaii citizens' election fund" throughout Hawaii Revised Statutes to increase public awareness and participation in the program.

Updates all statutory references to the fund across multiple sections (11-327, 11-352, 11-353, 11-364, 11-384, 11-421, 11-422, 11-433, 11-434, 11-435, and 235-102.5) to reflect the new name.

Requires the campaign spending commission and department of taxation to coordinate efforts to increase public awareness of the Hawaii citizens' election fund and update related forms and procedures.

Addresses the decline in taxpayer contributions to the fund by changing the name, as the legislature finds the decline may be due to misunderstanding of the fund's purpose and nature.

Takes effect July 1, 2016.
