Adds exception to obstruction of government operations law allowing people to video or audio record, or photograph law enforcement officers while they perform duties in public places or where officers have no reasonable expectation of privacy.

Adds exception to violation of privacy in the second degree statute with same protections for recording law enforcement officers in public places.

Permits law enforcement officers to take reasonable action to maintain safety and control, secure crime scenes, protect investigation integrity and confidentiality, and protect public safety and order while being recorded.

Effective date is July 1, 2016.
