Requires the Office of Elections to join the Electronic Registration Information Center (ERIC) by May 8, 2017 to improve accuracy of voter registration rolls using secure data-matching tools.

Mandates the Office of Elections share ERIC information and services with each county, and requires all county election offices to use ERIC data to verify their voter registration rolls.

Authorizes electronic transmission of driver's license and civil identification card databases maintained by the Department of Transportation and counties to election officials and the statewide voter registration system.

Appropriates funds from general revenues for fiscal year 2016-2017 to cover the cost of joining ERIC, with the amount to be determined.

Takes effect July 1, 2030.
