Amends the definition of "predators" in Hawaii Revised Statutes § 183D-1 to replace "rats" with "rodents" for broader coverage of destructive wildlife.

Prohibits individuals from releasing, feeding, watering, or otherwise caring for unrestrained predators on state lands.

Establishes administrative fines for violations: $100 for first violation, $500 for second violation, and $1,000 for third or subsequent violations.

Exempts hunters from the prohibition when they deploy, feed, or water unrestrained dogs during hunting activities.

Takes effect upon approval and does not affect rights, duties, or proceedings that began before the effective date.
