Authorizes courts to require defendants violating aquatic resources laws to complete an educational class administered by the Department of Land and Natural Resources (DLNR) in addition to or instead of paying monetary fines under HRS §187A-13, §188-70, and §190-5

Allows courts to direct defendants to perform community service administered by DLNR in lieu of paying any monetary fine authorized under these statutes

Removes the previous requirement that fines specified in these sections "shall not be suspended or waived," providing courts discretion in penalty assessment

Applies to violations of fisheries regulations (HRS §187A-13), marine resources regulations (HRS §188-70), and aquaculture permits (HRS §190-5)

Takes effect upon approval and does not affect rights, duties, or proceedings that occurred before the law's effective date
