Requires all practitioners (physicians, dentists, advanced practice registered nurses with prescriptive authority, and physician assistants), except veterinarians, to register with the electronic prescription accountability system beginning January 1, 2017 as part of their controlled substance registration renewal process.

Allows practitioners and pharmacists to designate delegates (practitioner delegates and pharmacist delegates) to access the electronic prescription accountability system on their behalf, with the practitioner or pharmacist retaining full responsibility for delegate actions.

Expands access to prescription accountability system investigative information to include law enforcement regulatory agencies, practitioner delegates, pharmacist delegates, the chief medical examiner investigating deaths, qualified personnel for research and education, and other authorized entities assisting with system enhancement.

Defines "chronic opioid therapy" as at least three months of continuous opioid treatment for chronic pain.

Restricts data disclosure for research and education purposes by requiring deletion of information that identifies specific recipients, prescribers, or dispensers and mandating written agreements with the program administrator.
