Requires shippers receiving fireworks imported into Hawaii or transported between counties to notify the destination county fire chief prior to shipment regarding the distribution method (pier to pier, pier to warehouse/storage, or pier to redistribution).

Adds exceptions to fireworks prohibitions to allow purchase and use of fireworks in movie or television productions with a valid county fire department permit, and allows licensees to test, dispose, or destroy illegal or unwanted fireworks.

Changes display fireworks label size requirement from nine inches by a specified measurement to at least nine square inches, with allowance for smaller labels if the device is too small to properly display the required information.
