Requires the state procurement policy board to annually review and examine procurement contracts over $50,000 from a minimum of two executive departments, divisions, or agencies to ensure compliance with Chapter 103D, Hawaii Revised Statutes.

Mandates compliance examinations be conducted based on patterns of noncompliance or circumstances indicating intent to circumvent procurement law, with required follow-up examinations for previously audited entities.

Authorizes the procurement policy board to randomly select any department, division, or agency for compliance examinations in addition to those selected under specific criteria.

Requires the state procurement office to report the results of all compliance examinations to the legislature no later than twenty days before each regular session convenes.

Effective date: July 1, 2050.
