Requires every procurement officer to attend mandatory initial training conducted by the State Procurement Office before participating in any procurement activities.

Mandates that the procurement workforce of all governmental bodies attend follow-up training sessions at least once every twelve months, as determined by the State Procurement Office.

Expands training requirements to apply to procurement officers of any governmental body, not just state and county officers.

Requires each jurisdiction's chief procurement officer to submit an annual list by December 31 identifying which procurement officers failed to comply with training requirements; officers who fail to submit evidence of training compliance lose procurement authority.

Appropriates general revenues to the State Procurement Office for fiscal year 2016-2017 to implement the procurement workforce training program.
