Prohibits state low-income housing units from being transferred or passed along from one tenant to another individual, requiring tenant selection through established procedures in Section 356D-42.

Requires the Hawaii Housing Authority to adopt administrative rules to enforce restrictions on housing unit transfers and ensure proper tenant selection processes.

Mandates that unemployed tenants or those not enrolled in at least ten hours of classes per month must perform a minimum of twenty hours of community service monthly to remain eligible for tenancy.

Exempts elders and individuals with disabilities from the community service requirement.

Excludes federal public housing projects from these new state low-income housing restrictions.
