Adds the Director of Business, Economic Development, and Tourism as a permanent member and designee to the Broadband Assistance Advisory Council.

Requires the president of the senate and speaker of the house of representatives to ensure representation from each of Hawaii's counties (Hawaii, Maui, Kauai, and Honolulu) when making council appointments.

Authorizes the council chair to designate representatives from interested public or private sector organizations to serve as ad hoc members or work group members as needed.

Aligns council member terms so all terms expire on June 30, 2019, with subsequent four-year terms commencing July 1 and expiring June 30 every four years thereafter.

Takes effect on July 1, 2016.
