Establishes a new offense of pet animal or equine animal desertion in Hawaii Revised Statutes Chapter 711, making it unlawful for owners or those in possession of such animals to desert them.

Imposes a petty misdemeanor penalty of up to $1,000 fine for each animal deserted in violation of the statute.

Increases penalty to a misdemeanor offense with a fine not exceeding $2,000 when desertion recklessly causes death or substantial bodily injury to the animal.

Provides that each deserted animal or each animal suffering death or substantial bodily injury constitutes a separate offense, allowing for cumulative penalties.

Defines "desert" as leaving an animal without intent to return, effective upon approval.
