Requires places of public accommodation with at least 100 parking spaces to designate one electric vehicle parking space per 100 spaces by July 1, 2017, and two spaces per 100 spaces by July 1, 2022.

Eliminates previous aggregation provision allowing owners of multiple facilities to meet requirements across their total properties rather than per individual property.

Establishes county enforcement procedures including complaint filing, owner notification with 365-day compliance period, inspection, warning with 180-day extension, formal violation notice with 90-day extension, and $200 per day fines (with property lien if fines exceed $300,000).

Allows exemptions for financial or engineering hardship; financial hardship exemptions not available if a charging company will install stations at no cost.

All electric vehicle parking spaces must be equipped with charging systems meeting SAE J1772 standards and National Electrical Code requirements; excludes parks, campsites, and recreation facilities from definition of public accommodation.
