S.B. 2523 - Medical Marijuana; Dispensary Operations

• Adds definitions for "enclosed indoor facility," "greenhouse," and "shade house" to Hawaii Revised Statutes Chapter 329D.

• Removes the requirement that medical marijuana production centers be enclosed indoor facilities, while maintaining the requirement for retail dispensing locations.

• Allows medical marijuana production centers licensed on or after October 1, 2017, to include secured greenhouses or shade houses in addition to traditional enclosed facilities.

• Changes security requirement language from "remain locked at all times" to "be secured at all times" for production centers, while retail locations continue to require locking outside business hours.

• Takes effect July 1, 2112, with Section 1 repealing September 30, 2017, and Sections 2-3 taking effect October 1, 2017.
