Amends the definition of "attachment hardware" to include body, equipment, components, and associated fasteners that directly attach to the chassis frame.

Requires dealers to be franchisees authorized and able to provide warranty services for new motor vehicles they sell.

Clarifies that manufacturers must be engaged in manufacturing or assembling new motor vehicles that have a motor vehicle identification number (VIN) on the vehicle.

Specifies that motor vehicles must be self-propelled, excluding tractors, trailers, and amphibious vehicles.

Takes effect upon approval.
