Authorizes the Governor, with the Director of Health's assistance, to negotiate directly with any person for developing or expanding a forensic facility of the Department of Health without compliance with procurement code requirements.

Requires any development or expansion proposal to address construction separate from operations and include patient risk assessment percentages, infrastructure impact analysis, transportation impact assessment, and useful life costs analysis.

Mandates a sixty-day public review and comment period for environmental assessments or environmental impact statements, extending the standard review periods under Hawaii law.

Defines "forensic facility" as a facility that assesses and treats forensically committed persons and "useful life costs" as economic evaluation comparing building and operating methods for efficiency.

Takes effect upon approval.
