Authorizes the chief information officer, with governor approval, to transfer and expend general funds and non-general funds to executive departments and agencies for approved information technology projects.

Allocates $6.1 million in general funds, $1.8 million in special funds, $7.7 million in federal funds, $600,000 in other federal funds, and $100,000 in revolving funds for fiscal year 2015-2016, and $5.5 million in general funds, $1.6 million in special funds, $15.2 million in federal funds, and $80,000 in revolving funds for fiscal year 2016-2017.

Specifies eligible projects including voter registration system upgrades, child support enforcement system modernization, student information systems, housing finance compliance upgrades, and various agency IT conversions.

Requires the chief information officer to consult with the governor and all relevant department heads before expending funds, and to strive for commonality and efficiency of IT systems across state government.

Requires the chief information officer to submit a report to the legislature no later than 20 days before the 2016 regular session on expenditures made and feasibility of sustaining this funding process.
