Establishes a policy requiring full funding for routine repair and maintenance of state-owned buildings, facilities, and improvements to preserve their condition and prevent deferred maintenance backlog.

Requires each state executive agency managing state-owned buildings to submit annual reports to the legislature identifying funds and positions needed for routine repair and maintenance during the following fiscal year.

Annual reports must compare prior two fiscal years' data on: (1) deemed necessary funds and positions, (2) actual appropriations and positions authorized, and (3) actual expenditures and positions filled.

Governor must identify applicable state agencies and establish uniform reporting formats and deadlines for submission to the Department of Budget and Finance, which shall compile reports for legislature.

Applies reporting requirements to the Judiciary by requiring the Chief Justice to submit annual routine repair and maintenance reports for Judiciary-owned buildings, facilities, and improvements.
