Office of the Governor must prepare a federal funding policy study identifying federal fund awards that state executive departments regularly receive and estimating annual federal expenditures for the next two fiscal bienniums.

Study shall analyze state government dependence on federal funds, assess likelihood of federal funding reductions, and discuss potential impacts on state government and Hawaii residents.

Based on study findings, Governor must recommend a federal funds policy including parameters for applying for federal funds, principles for limiting dependence on federal funds, and conditions for continuing programs after federal funding ends.

Office of the Governor shall submit an interim report by December 31, 2016 to the legislature 20 days before the 2017 Regular Session and the final study with proposed legislation by 20 days before the 2018 Regular Session.

Appropriates $100,000 from general revenues for fiscal year 2016-2017 to prepare the federal funding policy study; effective July 1, 2016.
