Requires the judiciary to submit annual reports to the legislature on all non-general funds at least 20 days prior to each regular session.

Judiciary reports must include fund name, authorization, purpose, current activities, beginning balance, expenditures, revenues, transfers, encumbrances, bond-related amounts, bond proceeds, and investment amounts.

Extends existing administratively established account reporting requirements to the judiciary, previously exempted from sections 37-47(9), (10), and (11) of Hawaii Revised Statutes.

Judiciary must report new administratively established accounts or funds within 30 working days of creation, including justification and revenue sources.

Effective July 1, 2016.
