Repeals the early intervention trust fund and consolidates it into a single early intervention special fund, with unencumbered balances lapsing to the general fund on July 1, 2016.

Abolishes 10 inactive or underutilized special funds administered by the Department of Health, with remaining balances transferred to the general fund.

Abolishes 3 special funds created from emergency and budget reserve fund appropriations in 2010-2011, with remaining balances returned to the emergency and budget reserve fund.

Abolishes the Hilo shippers' wharf committee charitable trust fund established in 1954, transferring any remaining balance to the county of Hawaii.

Requires the Department of Health to study the distribution of revenues from birth, marriage, divorce, and death certificate fees through fiscal year 2024-2025 and submit findings and recommendations to the legislature and governor by November 1, 2016.
