Repeals the child care licensing and registration special fund established under HRS 346-159, with unencumbered balances transferring to the general fund on July 1, 2016.

Repeals the housing first special fund established under HRS 346-377 and amends HRS 346-378 to remove references to housing first special fund moneys.

Repeals housing project bond special funds under HRS 356D-28 and amends HRS 356D-23 to remove trustee authority to administer these funds.

Abolishes ten administratively-created special funds (including blueprint for change program, homeless assistance, Hale Mahaolu, Hawaii immigrant health initiative, and others) with unencumbered balances transferred to the emergency and budget reserve fund.

Abolishes five additional trust accounts and funds (including blind shop revolving and handicraft fund, homeless trust fund, and Geist foundation trust account) with unencumbered balances transferred to the general fund; effective July 1, 2016.
