Makes the Hawaii Public Housing Authority eligible to apply for loans and grants from the Rental Housing Revolving Fund, which receives conveyance tax revenues.

Requires the Authority to coordinate with the Office of Planning and Hawaii Housing Finance and Development Corporation when developing public housing projects located within one-half mile of public transit stations using Revolving Fund moneys.

Grants the Hawaii Public Housing Authority preferential treatment in fund allocation decisions when projects are equally ranked with nonprofit, for-profit, or other government projects.

Makes the Hawaii Public Housing Authority eligible to lease land from the Hawaii Housing Finance and Development Corporation at $1 per year for 99 years on the same terms as nonprofit affordable housing developers.

Updates the Rental Housing Revolving Fund's funding priorities and application preferences to reflect contemporary housing needs, including prioritizing projects serving families transitioning from homelessness.
