Authorizes courts to condition probation on a requirement that defendants without a dwelling stay nightly in a homeless facility until they establish residency in a dwelling place, health care facility, or other approved location.

Requires homeless facilities that accept probationers to consent to releasing attendance information to the court, police department, and prosecuting attorney.

Clarifies that probation may be imposed for conviction of county crimes (crimes under county ordinances or rules) in addition to state and federal crimes.

Amends sentencing considerations to include shelter and mental health care as potential rehabilitative provisions courts may impose.

Appropriates unspecified general revenue funds for fiscal year 2016-2017, effective January 1, 2017.
