Establishes a community court outreach project in Honolulu operating from July 1, 2016, through June 30, 2020, to operate a mobile court addressing nonviolent offenses in communities where defendants live or congregate.

Authorizes the court to hold hearings and dispose of cases involving only nonviolent, nonfelony offenses where the prosecuting attorney and public defender have negotiated plea agreements.

Requires the public defender to engage social service or health care professionals to identify eligible defendants and develop a list for prosecuting attorney review and selection for project participation.

Plea agreements may include proposed fines, community service, court-ordered treatment, or other court-ordered conditions, though the court is not bound by the proposed disposition.

Conditions project operation on the chief justice determining sufficient funds are available and entering into memoranda of agreement with both the prosecuting attorney and public defender, with annual reporting to the legislature required during fiscal years 2017-2020.
