Adds deer to the list of animals protected under Hawaii's theft of livestock statute, alongside bovine, equine, swine, sheep, and goat species.

Applies the theft of livestock offense to possession of live deer, deer carcasses, or deer meat obtained unlawfully from enclosed or fenced premises, or in any other location.

Requires the Division of Conservation and Resources Enforcement to submit a report to the legislature on enforcement activities regarding poaching on private lands, due no later than twenty days before the 2017 regular session convenes.

Does not affect rights, duties, penalties, or proceedings that began before the effective date.

Takes effect on January 7, 2059.
