Appropriates general revenue funds to the Kahoolawe Island Reserve Commission for fiscal year 2016-2017 for restoration, preservation, and safe public use of the Kahoolawe Island Reserve.

Requires the Kahoolawe Island Reserve Commission to submit a financial self-sufficiency and sustainability plan to the legislature no later than twenty days before the 2017 regular session convening.

Addresses the depletion of the Kahoolawe Rehabilitation Trust Fund, which was established in 1994 with approximately $44,000,000 in federal cleanup appropriations and has been the commission's primary funding source for twenty-one years.

Supports continuation of the commission's restoration programs that manage ecological damage, protect endangered flora and fauna, and preserve cultural and historic sites on the island.

Effective date is July 1, 2076 (appears to be a drafting error, as the bill was from the 2016 legislative session).
