Establishes a declining balance debit card system for teachers at each public school to purchase classroom and curriculum supplies.

Authorizes declining balance debit card purchases at any vendor or business selling classroom or curriculum supplies, subject to compliance with Hawaii's procurement law (chapter 103D).

Allows the department of education to contract with other entities to provide the debit cards and related services.

Appropriates funds from general revenues for fiscal year 2016-2017 to cover implementation costs of the declining balance debit card system at all public schools.

Takes effect upon approval, with the appropriation effective July 1, 2016.
