Requires state ethics commission advisory opinions to be approved and signed by a majority (three or more members) of commission members before being rendered.

Maintains the existing 30-day deemed approval provision where if no advisory opinion is issued within 30 days, it is automatically deemed that the conduct does not violate ethics code.

Preserves binding effect of advisory opinions on the commission in subsequent charges against individuals who acted in good faith reliance on the opinion, unless material facts were omitted or misstated.

Takes effect on January 7, 2059.
