Requires the Department of Education to establish and implement an off-grid microgrid pilot project at a school of its choosing through the Ka Hei program.

Department must prepare plans for the pilot project by December 31, 2016, and complete installation and commence operations by December 31, 2017, if sufficient funding is available by August 1, 2017.

Prohibits electric utility companies from assessing any charges, fees, or penalties for the school disconnecting from the grid.

Defines an off-grid microgrid as interconnected loads and distributed energy resources that operate independently from any electric utility company's grid and are designed to operate for a minimum of five years.

Department must report to the legislature on implementation status and any proposed legislation no later than 20 days before the 2017 regular session and every regular session thereafter until project completion.
