Department of Education must submit a report to the legislature no later than twenty days before the 2018 regular session on progress implementing sections 302A-1141, 302A-1141.3, and 302A-1141.4 of Hawaii Revised Statutes (relating to pupil punishment and physical restraints).

Report must include details on expenditure of appropriated funds, training provided, and data accountability measures supporting implementation of the referenced statutes.

Appropriates funds from general revenues for fiscal year 2016-2017 to establish one full-time equivalent position to provide training and data accountability for effective implementation of the restraint and punishment restrictions.

Funds are to be expended by the Department of Education for the purposes specified in the Act.

Act takes effect on July 1, 2050.
