Prohibits licensed mental health professionals (including physicians, psychiatrists, psychologists, social workers, and marriage/family therapists) from engaging in sexual orientation change efforts on persons under 18 years of age.

Prohibits advertising of sexual orientation change efforts to minors; violators subject to disciplinary action by appropriate professional licensing authority.

Defines "sexual orientation change efforts" as practices attempting to change sexual orientation, gender identity, gender expression, or reduce romantic attractions to same-gender persons.

Excludes from the prohibition counseling that provides acceptance and support for identity exploration without seeking to change sexual orientation, and counseling for gender transition.
