Requires the department of transportation to conduct a feasibility study on establishing an interisland and intra-island ferry system modeled after successful systems in Washington State and Alaska.

Study must compare various jurisdictions with successful ferry systems, identify appropriate routes and harbors, and analyze potential costs, revenues, and financing options including rates and fees.

Study must address environmental compliance under Hawaii Revised Statutes chapter 343, vessel specifications (design, speed, passenger/cargo/automobile capacity), traffic impacts, and invasive species transmission risks between islands.

Department shall report findings, recommendations, and proposed legislation to the legislature no later than twenty days before the 2018 regular session convenes.

Appropriates $50,000 from general revenues for fiscal year 2016-2017 to conduct the feasibility study.
