Amends Section 201H-38, Hawaii Revised Statutes, to add a new requirement that housing projects seeking exemptions under Chapter 201H cannot be exempted from school impact fee requirements under Section 46-142.5.

Clarifies that while housing projects may be exempt from various statutes, ordinances, and rules relating to planning, zoning, and construction standards, this exemption does not extend to school impact fees.

Adds subsection (5) to the existing conditions for housing project exemptions, establishing that school impact fee compliance is mandatory regardless of other exemptions granted.

Takes effect upon approval.
