Authorizes the Department of Public Safety, sheriff division, to inspect shipping containers at commercial harbors to detect and confiscate explosives and illegal fireworks threatening public safety in Hawaii.

Requires the Department of Public Safety to develop and implement a shipping container inspection program beginning October 1, 2016, using explosive-sniffing dogs to randomly inspect incoming containers, with inspections prioritized for high-risk shipments and conducted primarily away from ports.

Establishes a $1 fee per shipping container (July 1, 2016 - June 30, 2017) and $2 fee per container thereafter, collected by the Department of Transportation and deposited into a new shipping container inspection program special fund.

Increases penalties for fireworks violations from $2,000 to $5,000 per violation under Chapter 132D.

Appropriates $250,000 from general revenues for fiscal year 2016-2017 to establish and administer the program, including purchase and care of at least two explosive-sniffing dogs.
